What is the Visa Waiver Program?
The Visa Waiver Program (VWP), which is regulated by the U.S. Department of Homeland Security (DHS), is an exclusive program offering member countries visa-free travel to the United States for either business or tourism for up to 90 days. Note that visas for work or study do not qualify. The program is currently open to 39 countries that are mostly located in Europe. Member countries must meet stringent requirements to join the VWP and offer the same privileges to American citizens (“Visa Waiver Program”).
What is the History Behind the VWP?
The VWP had its beginnings in the year 1986 when the DHS decided that letting more business professionals and tourists into the country would be beneficial for the local economy. The program required countries to be developed and in good standing with the United States (“A Brief History of the Visa Waiver Program”).
In 2006, President George W. Bush introduced the Electronic System for Travel Authorization (ESTA), which provides travelers with information and advance authorization for their travels. Then in 2008, the U.S. added multiple countries to the VWP, and more were in talks (“A Brief History of the Visa Waiver Program”).
Poland was inducted into the VWP in November 2019 after meeting all the program’s requirements by “completing bilateral security agreements and meeting the required B1/B2 visa refusal rate” (Grunblatt, David, et al.).
How Does One Take Advantage of the VWP?
To take advantage of the VWP, you must first acquire a passport with an electronic chip inside it. Next, you must gain authorization via the ESTA. It is recommended to apply before you make any plans or buy a plane ticket. The ESTA does not, however, guarantee you visa-free travel to the U.S. The DHS will review your travel and passport information to determine your final eligibility (U.S. Mission Poland).
What is the Importance of the VWP for Poles?
Acceptance into the VWP is a huge accomplishment for Poland. Poland has had a strong bilateral relationship with the U.S. since the dissolution of the Soviet Union in 1989. It also has many ties with the U.S. dating back to the Revolutionary War. In fact, it is somewhat of a surprise that Poland was not one of the first countries to be admitted into the program.
But Poland is now a member of the Visa Waiver Program, and its citizens may move freely around the U.S., further bolstering the countries’ ties and securing an already long-lasting friendship.

Aby skorzystać z VWP, musisz najpierw zdobyć paszport z chipem elektronicznym. Następnie musisz uzyskać autoryzację za pośrednictwem ESTA. Zaleca się złożenie wniosku przed planowaniem lub zakupem biletu lotniczego. ESTA nie gwarantuje jednak bezwizowego podróżowania do USA. DHS sprawdzi informacje dotyczące Twojej podróży i paszportu, aby ustalić ostateczne uprawnienia (U.S. Mission Poland).
Jakie jest Znaczenie VWP dla Polaków?
Akceptacja do VWP to ogromne osiągnięcie dla Polski. Polska ma silne stosunki dwustronne z USA od czasu rozpadu Związku Radzieckiego w 1989 roku.
